Hanoi Polloi

Hanoi is a bustling metropolis. There are 4.5MM people and 3MM scooters in the city. Entire families ride on scooters, all at once. It's incredible. We saw a dude with two huge kegs strapped to the back of his moped. It was inspirational.

We found one traffic light, but it doesn't seem to impact much.

From what we can tell, the rules of the road are: Scooters must avoid vehicles and pedestrians. Pedestrians must avoid vehicles. It's ok to drive backwards on the highway. At four way intersections, the largest vehicle must barrel through at high speeds to clear the way for scooters.
